Not knowing a single thing about the Quail cap, isn't it adjustable on the mount to where you can drop that down into the tang reliefs and anchor it there, then adjust the top to suit the alignment? It seems to me like you should be able to do that since I doubt that all the radiator filler necks are soldered on the same.
You wana look waaay far up da road and plan yer route because the brakes are far more of a suggestion than a command!
I took a closer look at what you suggested. Dropping the tangs we'll call them of the quail down into the slots on the radiator and if I tightened the screws down there the quail won't come close to being in the correct position when the upper is rotated to the locked position. The base of the quail is going to have to rotate and look down the way a regular cap does before the screws are tightened and the base of it is too big.
That is a common issue. The brass or the cap tangs needs to be filed a tad.

Quails and motometers have always been an aftermarket product. Today they are made in Taiwan or China and they may not fit our neck. Some customers have reported that they die grind the cap's casting with a dremmel or file to guide the tab as it climbs the neck tang.
